Education and Early Childhood Development (ECD) Qualifications

Summary of Responsibilities
The ECD Reviewer is accountable to the Team Leader for completing the Staff Training, Approach to Education and Early Childhood Developmental Services, and Providing Education and Early Childhood Development Services sections of the OHS Monitoring Protocol. The evidence provided by the ECD Reviewer will be used to produce an on-site preliminary report that meets both the Team Leader’s content specifications and the report-writing requirements established by the Office of Head Start.

Tasks include:

  • Interviewing the Education/Child Development/ECE Manager
  • Reviewing the grantee’s written and implemented curriculum
  • Reviewing files for a sample of children in observed classrooms
  • Collecting and entering all notes from observations, interviews, review of records, etc. into the “Notes” component of the OHS Monitoring Software
  • Using the Classroom Assessment Scoring System (CLASS) for classroom observations
  • Working collaboratively with others to complete common assignments, interview grantee stakeholders, write preliminary areas of noncompliance, and accept direction from the Team Leader

MINIMUM EXPERIENCE
Years of experience as a Head Start Reviewer cannot be included in the 3 to 5 years of employment history, and relevant work experience must be within the last 15 years.

Education:
Bachelor's degree in a field related to early childhood education, child development, child psychology, child and family services, or human development (with emphasis on child development)

Reliable Rating in the Classroom Assessment Scoring System (CLASS):
This is a requirement for all Early Childhood Education Reviewers

Preferable experience:

  • Documented experience using CLASS

Required experience:

  • At least 3 to 5 years of experience in Head Start, Tribal, public, or private child development program for children birth to age 5 (e.g., lead teacher, early interventionist, early childhood consultant) at the local, regional, or national level. Preferably supervisory or management experience in the ECD field
  • Employment or consultant work experience in the last 5 to 7 years that assists in maintaining current knowledge of the ECD field
  • Documented work experience that addresses responsibility for planning and implementing an appropriate early childhood curriculum that meets the needs of diverse children and their families; supervising classroom staff; and participating in child observations using an established/recognized observation tool, assessments, and individualization plans
  • Documented work experience that includes effective integration of management systems and program services
  • Demonstrated ability to write clear and concise reports supported by appropriate evidence
